Description of problem:
Sync now button on Insights page after adding token does nothing.

Configure -> Insights

1. Setup token
2. Click on sync now
3.

Actual results:
nothing happens, no task gets created

Same here with 6.8.2 with logs in /var/log/foreman/production.log

Verified with:
- Satellite 6.9.0 snap 16
- tfm-rubygem-foreman_rh_cloud-3.0.17-1.el7sat.noarch

Test steps:
- Go to Configure > Insights
- Setup Red Hat Cloud token
- Click on "Save setting and sync recommendations" button. (This takes some time to complete)


Observations:
- Provide Insights recommendations output for hosts managed by satellite.
- "Start recommendations sync" is provided, once clicked it gives link for task created.
