Description of problem:
When Insights operator is not available, the Insights popup status will show an error icon and 'Not Available' status  

Version-Release number of selected component (if applicable):
    4.7.0-0.nightly-2021-02-02-164630

How reproducible:
Always

Steps to Reproduce:
1. Set insights operator unmanaged by CVO and scale down deployment/insights-operator to 0 to simulate unavailable insights operator
2. Click Insights status popup in Cluster status card


Actual results:
2. the 'More about Insights' link in Insights status popup points to https://docs.openshift.com/container-platform/latest/support/getting-support.html

Expected results:
2. maybe 'More about Insights' should point to https://docs.openshift.com/container-platform/<OCP_version or latest>/support/remote_health_monitoring/using-insights-to-identify-issues-with-your-cluster.html

Verified that on 4.8 cluster (4.8.0-0.nightly-2021-03-22-031014) the link points to the latest version of the doc using the new link. Confirmed also using the master branch of the console repo against the same cluster.

The bug was reported for a 4.7 cluster, for which this solution does not currently work, but it is addressed in Bug 1941468
