Description of problem:
undefined local variable or method `foreman_inventory_upload_index_path' error while trying to download report.

Version-Release number of selected component (if applicable):

How reproducible:
- Always

Steps to Reproduce:
1. Go to Configure > Inventory upload
2. Expand organization section on that page.
3. Go to uploading tab and click on Download report button.

Actual results:
- Page breaks with following error:

Oops, we're sorry but something went wrong undefined local variable or method `foreman_inventory_upload_index_path' for #<ForemanInventoryUpload::UploadsController:0x0000000024d48338> Did you mean? foreman_inventory_upload_path foreman_inventory_upload_tasks_path foreman_inventory_upload_accounts_path foreman_inventory_upload_tasks_url

Expected results:
- Valid warning/error message should be displayed.

Verified with:
- Satellite 6.9.0 snap 16
- tfm-rubygem-foreman_rh_cloud-3.0.17-1.el7sat.noarch

Test steps:
1. Go to Configure > Inventory upload
2. Expand organization section on that page.
3. Go to uploading tab and click on Download report button.

Observations:
Opens new tab and shows "The report file doesn't exist" error message.
