Steps to Reproduce:
1. Go to Configure > Inventory upload
2. Expand organization section on that page.
3. Go to uploading tab and click on Download report button.

Actual results:
- Page breaks with following error:

Verified with:
- Satellite 6.9.0 snap 16
- tfm-rubygem-foreman_rh_cloud-3.0.17-1.el7sat.noarch

Test steps:
1. Go to Configure > Inventory upload
2. Expand organization section on that page.
3. Go to uploading tab and click on Download report button.

Observations:
Opens new tab and shows "The report file doesn't exist" error message.
