Description of problem (please be detailed as possible and provide log
snippests):

while trying to create new CephFS PVC (ROX/ RWX) it stay in pending state and not created.


Version of all relevant components (if applicable):

Platform : VMWare with LSO
Mode     : Arbiter
OCP      : 4.7.0-0.nightly-2021-02-06-084550
OCS      : ocs-operator.v4.7.0-254.ci

Steps to Reproduce:

1. deploy OCP 4.7 and OCS 4.7 with Arbiter on VMWare with LSO
2. from the UI try to create new CephFS PVC



Actual results:

PVC stay in Pending state

Expected results:

The PVC will be created.

Both BZs have same fixes (means combination of the fixes together solve both BZs) but yeah 1914203 is closer.
