In order to support TLS for caching with Memcached, python-dogpile-cache needs to be bumped to version 1.1.2 and python-pymemcache to version 3.4.0.

python-dogpile-cache-1.1.2 has been built in CBS for Centos 8 https://cbs.centos.org/koji/buildinfo?buildID=31946 and will be updated in RDO for Wallaby (it's still WIP).

The version of dogpile.cache in uppper-constraints.txt for stable/train is 0.9.0 and the feature requiring this is not being backported upstream to train, so i'd prefer not to update python-dogpile-cache in RDO Train and make it downstream only.

The reason to do major bump from 0.9.0 to 1.0.0 was to remove support for python2 but reading all changes there seems not to have backwards incompatible changes that may break us.

Also note that the update from version 0.9.2 to > 1 in oslo.cache didn't require any code change:

So I'd say it looks like good candidate to update even if it's breaking upper-constraints.txt
