In order to support TLS for caching with Memcached, python-dogpile-cache needs to be bumped to version 1.1.2 and python-pymemcache to version 3.4.0.

python-pymemcache-3.4.0 has been built in CBS for Centos 8 https://cbs.centos.org/koji/buildinfo?buildID=31981 and will be updated in RDO for Wallaby (it's still WIP).

python-pymemcache does not exist in OSP16.2 currently so this is net new addition, so backwards compatible change.
