This will always give errors when running it from a RHEL 8 director (after the upgrade) to RHEL 7 overcloud nodes (not upgraded yet).
If you specify the --python-interpreter option this is solved. (BZ https://bugzilla.redhat.com/show_bug.cgi?id=1873470)
