It would be helpful to backport https://github.com/ostreedev/ostree/pull/2261 in order to automatically handle environments where /boot may bet readonly but /sysroot is not.
This can happen for some older RHCOS, as shown in https://bugzilla.redhat.com/show_bug.cgi?id=1959327.

Upstream releases >= 2021.1 already contain https://github.com/ostreedev/ostree/pull/2261.
RHEL 8.5 has already been rebased to at least 2021.3.
