This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

The CoreOS team has been building/testing RHCOS with `ostree-2020.7-5.el8_4` in our RHCOS 4.8 builds for some time now without any issues.

Additionally the OpenShift SRE team reports that using the fixed `ostree` build unblocked their upgrades - https://bugzilla.redhat.com/show_bug.cgi?id=1959327#c20
