Steps to reproduce:
1. login and navigate Operators>Operator Hub
2. Search for "Advanced Cluster Management for Kubernetes" and click on the operator tile
3. Operator install screen opens and on this screen open the Browser developer tools
Notice that the double page sliding bars are still visible

I opened a separate bug* to track the double scrollbar issue, which has a different root cause from the scroll shadow placement. Created attachment 1789386 [details] Screenshot The scroll shadow appears 24px above the bottom of the modal when looking at operator details in OperatorHub. See attached screenshots. It is also possible to have multiple vertical scrollbars in the dialog.
