The scroll shadow appears 24px above the bottom of the modal when looking at operator details in OperatorHub. See attached screenshots. It is also possible to have multiple vertical scrollbars in the dialog.

the double sliding bars are still showing up

Steps to reproduce:
1. login and navigate Operators>Operator Hub
2. Search for "Advanced Cluster Management for Kubernetes" and click on the operator tile
3. Operator install screen opens and on this screen open the Browser developer tools

Notice that the double page sliding bars are still visible

I opened a separate bug* to track the double scrollbar issue, which has a different root cause from the scroll shadow placement. 

Please retest fix of bottom scroll shadow position.

Steps to reproduce:

Now the bottom scroll shadow position is fixed.
