Description of problem:

Starting with RHCOS 4.8, /boot is mounted RO and kdump should use another folder to store its temporary initrd.

A backport of https://src.fedoraproject.org/rpms/kexec-tools/c/75bdcb7399b6fe48032a8db534e18b01206601bc?branch=rawhide should fix this.

Steps to Reproduce:
1. Start kdump on an RHCOS node

Actual results:

Failure as /boot is not writtable

Expected results:

kdump initrd is stored in /var/lib/kdump

Hi, 
Thanks for the report. this issue will be fixed in 1918499 for RHEL8.5, then we will go through z stream process to clone a bug for RHEL8.4.z.  So no need manually create a bug for 8.4
