This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
Description of problem:
Starting with RHCOS 4.8, /boot is mounted RO and kdump should use another folder to store its temporary initrd.
A backport of https://src.fedoraproject.org/rpms/kexec-tools/c/75bdcb7399b6fe48032a8db534e18b01206601bc?branch=rawhide should fix this.

Thanks for the report. this issue will be fixed in 1918499 for RHEL8.5, the "Internal Target Release" field in bugzilla is the target release we will fix the bug. The "Version" is not :)
