Description of problem:

Starting with RHCOS 4.8, /boot is mounted RO and kdump should use another folder to store its temporary initrd.

A backport of https://src.fedoraproject.org/rpms/kexec-tools/c/75bdcb7399b6fe48032a8db534e18b01206601bc?branch=rawhide should fix this.

Always

Steps to Reproduce:
1. Start kdump on an RHCOS node

Actual results:

Failure as /boot is not writtable

Expected results:

kdump initrd is stored in /var/lib/kdump

A backport to 8.4 is required as RHCOS / OCP will use RHEL 8.4 until 4.10.
