Description of problem:

This is a clone of bug 1980315 for the appliance, essentially asking to revert bug 1866780's patch for the appliance and patching DWH instead.

>= 4.4.2 (since fixing bug 1866780)

How reproducible:
Always

Steps to Reproduce:
1. Deploy hosted-engine
2. Check if grafana is configured/enabled
3.

Actual results:
It's not.

Expected results:
Should be.

Additional info:
We want to not introduce bug 1866780 again. This bug essentially asks to revert the patch for that one, so depends on a DWH bug 1980315 to make sure the behavior remains sane.

QE: Please verify at least these flows:

1. Deploy a new 4.4 hosted-engine, see that grafana is working.

2. Deploy a 4.3 hosted-engine, upgrade to 4.4, see that grafana is working.

Deployment should succeed, but grafana will not be configured.
