[patch] Update to 4.1 (#1993583)
the-new-hotness/release-monitoring.org's scratch build of python-tzlocal-4.1-1.fc34.src.rpm for rawhide failed http://koji.fedoraproject.org/koji/taskinfo?taskID=78019158 I debugged the problem and the attached spec file will build. Its the win32 test that fails. After trail and error I found that rm tzlocal/win32.py make the setup.py test work. Created attachment 1847336 [details]

This fixes the failure in the win32 tests.
4.1 has a dependance on pytz_deprecation_shim that will also need packaging. I can follow up with a PR to update this package to 4.2. FEDORA-2022-85129bee31 has been submitted as an update to Fedora 38. https://bodhi.fedoraproject.org/updates/FEDORA-2022-85129bee31 FEDORA-2022-85129bee31 has been pushed to the Fedora 38 stable repository.
