I debugged the problem and the attached spec file will build.
Its the win32 test that fails. After trail and error I found that
rm tzlocal/win32.py make the setup.py test work.

4.1 has a dependance on pytz_deprecation_shim that will also need packaging.

I’ve submitted python-pytz-deprecation-shim for review (bug 2121797). I can follow up with a PR to update this package to 4.2.
