Cause: an outdated aws-sdk was used
Consequence: the ap-northeast-3 region was not presented to users in the install config survey
Fix: update aws-sdk
Result: ap-northeast-3 region is present in survey

Will review for a future sprint. It looks like updating the sdk will correct this: https://github.com/aws/aws-sdk-go/issues/3805#issuecomment-790969815 the issue still exists in 4.9.0-rc.7:

will it be fixed in 4.9 GA? Or add a know issue in release note and fix it in z stream.
This will not be fixed in 4.9. This requires an update to the AWS SDK. If I remember correctly, we are blocked on updating the ASK SDK until we can update the AWS terraform provider.
