the issue still exists in 4.9.0-rc.7:

  ap-southeast-1 (Asia Pacific (Singapore))
> ap-southeast-2 (Asia Pacific (Sydney))
  ca-central-1 (Canada (Central))

will it be fixed in 4.9 GA? Or add a know issue in release note and fix it in z stream.

This will not be fixed in 4.9. This requires an update to the AWS SDK. If I remember correctly, we are blocked on updating the ASK SDK until we can update the AWS terraform provider.
