Checked on ocp 4.10 with payload 4.10.0-0.nightly-2021-09-15-220746. Try to create app from image, on the creation page, imagestream tag could be selected and application is created successfully. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
