Description of problem:
Try to add app to project, eg, when create an perl application, there is no field to choose imagestream tag on creation page now.

How reproducible:

Steps to Reproduce:
1.On dev console, click "+Add" -> "Developer Catalog"->"All services", choose "Perl" builder image, click "Create Application". 

Actual results:
1. On the creation page, there is no dropdown list to choose imagestream tag.

Expected results:
2. Should have field to choose imagestream tag.

Checked on ocp 4.10 with payload 4.10.0-0.nightly-2021-09-15-220746.
Try to create app from image, on the creation page, imagestream tag could be selected and application is created successfully.
