Description of problem:
Serial console not working for virtual network appliance (Cisco CSR1000v image in my testing.

Openshift 4.8.4
CNV: 4.8.1


Version-Release number of selected component (if applicable):


How reproducible:


Steps to Reproduce:
1. Create a VM that uses Serial output (network appliance for instance)
2. Navigate to the VM console
3. Select Serial Console

Actual results:
Blank screen. 

Working using the virtctl command 

virtctl console r1
Successfully connected to r1 console. The escape sequence is ^]

r1>


Expected results:
Ability to interact with the Serial console using Openshift UI

I have the same bug on OCP 4.8 https://bugzilla.redhat.com/show_bug.cgi?id=1964786 and it's verified.
Could reproduce the bug on OCP 4.8.7 again.

This is not happening on OCP 4.9
