1. Please describe the problem:
Arm based windows laptops are a thing, as might be other environments where linux hosted on windows may be useful. With 5.15 much of the arm+hyperv patches were merged giving those users a much better guest OS experience. Lets enable that in fedora.

2. What is the Version-Release number of the kernel: 5.15


3. Did it work previously in Fedora? If so, what kernel version did the issue
