Description of problem:
Target Release is missing as an optionin the new UI for mass changing BZs. . Most likely a regression or a missing config with the new UI?

Steps to Reproduce:
1. select multiple bz
2. click edit
3. look for Target Release

Actual results:


Expected results:
this was working in the previous BZ version with the previous mass edit UI, a few weeks ago.
