Description of problem:
RHEL flags are missing in the new UI for mass changing BZs. e.g. devel_ack. Most likely a regression or a missing config with the new UI?

How reproducible:


Steps to Reproduce:
1. select multiple bz
2. click edit
3. look for RHEL flags

Actual results:


Expected results:
this was working in the previous BZ version with the previous mass edit UI, a few weeks ago.
