We need a 35-1 version of fedora-release for f35 final. 

This is to stop media from showing the prerelease warnings, etc.

Discussed in the open floor portion of today's blocker review meeting: https://meetbot.fedoraproject.org/fedora-blocker-review/2021-10-11/f35-blocker-review.2021-10-11-16.00.txt . Accepted as a Final blocker as a clear violation of Final criterion "A fedora-release package containing the correct names, information and repository configuration for a final Fedora release must be present on release-blocking images".

https://bodhi.fedoraproject.org/updates/FEDORA-2021-d0c50365c2 fixes the issue.
