The update to mod_http2 version 1.15.24 has been pushed to both Fedora 36 / Rawhide and Fedora 34, but no bodhi update has been submitted for Fedora 35. Since a successful koji build for f35 exists, I assume the missing bodhi update is an oversight.

Since this means that 1.15.24 (a bugfix update?) is missing from the upcoming Fedora 35, users will downgrade to version 1.15.23 if they upgrade from Fedora 34. 

I assume that this is an oversight, so please submit the missing update to bodhi. It will not be pushed to stable due to the final freeze (unless you request a freeze exception), but at the very least, this way it will be available for users who upgrade from older releases, and as a zero-day update for fresh installs.
