Describe the issue: 
Due to https://bugzilla.redhat.com/show_bug.cgi?id=2017394 ,
a feature named "Eventually update launchers using live-migration - default/opt out" is not going to be in Openshift Virtualization 4.9.0.

Suggestions for improvement: 
none

Additional information: 
The feature will be in 4.10.0, still not clear if it can be easily backported to 4.9.z.

Moving this to ON_QA in the interest of time and updating the QA contact to Debarati, who reviewed the original docs that this bug impacts.

Debarati reviewed the PR for the release note, which I have now merged (thank you!). QE review of the doc changes is now underway. 

I am still open to feedback from Simone and/or others, of course :)

Merged/cherrypicked both PRs (release note and docs) to 4.9 and 4.10. I will update the bug with links to the published content when available.
