Description of problem:
the instances under Grafana 'Prometheus Overview' dashboard are not prometheus instances

Version-Release number of selected component (if applicable):
4.10.0-0.nightly-2021-11-04-001635

How reproducible:
always

Steps to Reproduce:
1. Go to Admin Console-->Observe
2. Click Dashboards and choose dashboard 'Prometheus / Overview'
3. Check data of 'Prometheus Stats'
4. Check same data on Grafana dashboard 'Prometheus / Overview'

Actual results:
the instances under Grafana 'Prometheus Overview' dashboard shows all servicemonitors include prometheus-k8s/prometheus-user-workload instances.
Admin Console "Observe -> Dashboards" dashboard 'Prometheus / Overview' only shows the prometheus-k8s/prometheus-user-workload instances

Expected results:
See same data on console and grafana

Checked in payload 4.10.0-0.nightly-2021-11-14-184249, issue is fixed. 

But facing same issue as bug https://bugzilla.redhat.com/show_bug.cgi?id=2016925， will check when verify the bug.
