Description of problem:
Dashboards with All filter, change to a specific value and change back, all data will disappear

Version-Release number of selected component (if applicable):
4.9.0-0.nightly-2021-10-22-102153

How reproducible:
always

Steps to Reproduce:
1. Go console->Observe->Dashboards->Kubernetes / Networking / Namespace (Pods)
2. Data display well
3. Change All to a specific namespace such as openshift-apiserver
4. Change back to all, all data will be missing and display as N/A or 'No Data found'

Actual results:
Dashboards with All filter, change to a specific value and change back, all data will disappear

Expected results:
Dashboards with All filter, change to a specific value and change back, all data should display well

same issue exists for DB:

Prometheus / Overview

tested with PR, checked "Prometheus / Overview" and "Kubernetes / Networking / Namespace (Pods)" dashboards, dashboards with All filter, change to a specific value and change back, all data display well now

fix is not packaged to payload, will test after the fix includes in payload

Tried with payload 4.10.0-0.nightly-2021-11-22-122803, the bug is still not in.

Issue is reproducible with 21st Nov build on ppc64le

Using build : 4.10.0-0.nightly-ppc64le-2021-11-21-111244 ,
data is initially seen when I select a specific value. But , when I change from all to a specific value and change back to all, No data is found.
So the bug is reproducible using 21st Nov build. Waiting for a build which will include the fix. Please let know when available. Thanks !

The issue is not seen in 16th December build.
