Description of problem:
devhelp-devel should require libwnck-devel, or remove "requires wnck" from
/usr/lib/pkgconfig/libdevhelp-1.0.pc

Version-Release number of selected component (if applicable):
0.12-2

How reproducible:
every time

Steps to Reproduce:
1. yum remove libwnck-devel
2. yum install devhelp-devel
3. pkg-config libdevhelp-1.0 --modversion
  
Actual results:
Package libwnck-1.0 was not found in the pkg-config search path. Package
'libwnck-1.0', required by 'devhelp', not found.

Expected results:
0.12

Fixed in devhelp-0.12-3.  Nice catch, thanks!
