Description of problem:
When installing Red Hat CodeReady Workspaces Operator (in all-namespace mode) with OperatorHub on OCP, the cluster monitoring checkbox flickers.


Version-Release number of selected component (if applicable):
This issue was observed in OpenShift 4.10 and 4.8, did not try OpenShift 4.9.


How reproducible:
Easily reproducible.

Steps to Reproduce:
1. Navigate to OperatorHub, search for "CodeReady Workspaces"
2. Click the "Install" button on the "Technical Preview" version

Actual results:
On the installation screen, the "Enable Operator recommended cluster monitoring on this Namespace" checkbox appears for less than one second, then disappears.


Expected results:
The "Enable Operator recommended cluster monitoring on this Namespace" checkbox should not appear and disappear. The checkbox should not be shown at all in this case.

Checked on ocp 4.10 cluster with payload 4.10.0-0.nightly-2021-12-18-034942.
Steps to verify:
1. Navigate to OperatorHub, search for "CodeReady Workspaces"
2. Click the "Install" button on the "Technical Preview" version.
On the installation screen, the "Enable Operator recommended cluster monitoring on this Namespace" checkbox doesn't flicker and is not shown.
