Both dependencies of log4perl will be landing in EPEL 9 in tonight's compose, so you could probably start making a build of this by setting overrides to make those builds available to build log4perl.

All of log4perl's dependencies are in EPEL 9 now, so it should be possible to branch and build for EPEL 9.
