Please branch and build ccache in epel9.

FWIW, from my (very) limited testing, ccache 4.5 will not build in epel9 due to what appears to be the binutils bug reported at https://sourceware.org/bugzilla/show_bug.cgi?id=28266 and discussed in the related ccache update ticket https://bugzilla.redhat.com/show_bug.cgi?id=1884432

Getting the binutils patch into a el9 binutils update is likely going to be required.

I can confirm that rebuilding ccache without a patched binutils failed, and with a patched one it succeeded. I'll open a bug against binutils in CS9 and submit an MR

Due to the way that RHEL bugs progress through the process, the binutils bug ( BZ#2043970 ) will remain open in VERIFIED state for some period of time, meaning that this bug is still marked as waiting (depending on) that bug.  However, the essential work on that bug has been completed, and the update is in now in the CS9 baseos repo.  I have successfully built ccache in a koji scratch build for EPEL9 and light testing shows it is working properly.
