Please consider updating the Fedora 37 package to 4.7 or 4.6.2+

I just update to Fedora 37 and our builds were failing with 

    libtool: compile:  gcc -DHAVE_CONFIG_H -I. -I.. -I. -I./amd -I./api -I./bflib -I./colamd -I./draft -I./env -I./intopt -I./minisat -I./misc -I./mpl -I./npp -I./proxy -I./simplex -I./zlib -I/home/release/Sage/local/include -g -O2 -c misc/mt1.c  -fPIC -DPIC -o .libs/libglpk_la-mt1.o
    terminate called after throwing an instance of 'std::out_of_range'
       what():  nonstd::string_view::substr()

Turns out that is due to https://github.com/ccache/ccache/issues/1074 which has been fixed in ccache 4.7 and 4.6.2. I've manually installed ccache-4.7.3-1.fc38.x86_64.rpm and now builds are working again, would be nice if it were fixed out of the box. Potentially impacts a lot of devs and is annoying to debug.
