Description of problem:
In order to build baresip-mpa for EPEL 9, we need twolame-devel available at build-time in CRB 9. Please add twolame-devel to CRB 9 for this.

We have already provided a business justification to GSS/CEE using a ticket as part of bug #1843275 for RHEL 8. Do we have to repeat the same justification again for every major RHEL version or could this be inherited somehow?

* We don't have the latest release packaged yet (not in Fedora either). Not really a problem, new features have to do
  with CRC checking.

* slow releases, stable software. Last release in 2019, we package the release from 2011.

* A quick check between the packaged (0.3.13) and newest (0.4.0) releases reveal no ABI/API changes.

* not much alternative for a good usable mp2 audio encoder.

* patents expired.

Let's add this.
