Please branch and build python-tomli in epel9.

This is needed for python-pytest-cov.

In my local testing I had to build this using --with bootstrap, then build python-flit (Bug 2035376, currently assigned to orphan owner) using "--without tests" due to various circular dependencies, and then rebuild python-tomli.

I won't create an update just yet, who needs this needs to create a buildroot override. Once flit is available, I'll finish the bootstrap.

tomli builds fine in a scratch build against the flit in the side tag, so I'm rebuilding a non-bootstrap version, we can release it together once all the other flit dependencies are built.
