libpfm failed to build from source in Fedora rawhide/f36

Please fix libpfm at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
libpfm will be orphaned. Before branching of Fedora 37,
libpfm will be retired, if it still fails to build.

I have been able to replicate the issue on a x86_64 rawhide machine.

The issues still exists in the upstream git repository.  I sent email describing the problem and proposed a possible patch to address the problem:

This bug appears to have been reported against 'rawhide' during the Fedora 36 development cycle.
Changing version to 36.

Backported fix from upstream to the current libpfm in f36 and rawhide.
