Hi, 

Our security team has been bugging us about this vulnerability.  We have backported the upstream change to the epel7 version of shapelib.  I would open a pull request but I do not have permission.  

I admit that I do not have familiarity with the fedora contribution process, but I will link here in case it helps anyone.  Feel free to steal, we'd just like the change to be put in upstream.  Also feel free to tell me what to do.
