Hi, Our security team has been bugging us about this vulnerability. We have backported the upstream change to the epel7 version of shapelib. I would open a pull request but I do not have permission. I admit that I do not have familiarity with the fedora contribution process, but I will link here in case it helps anyone. Feel free to steal, we'd just like the change to be put in upstream.
