perl-Scalar-Properties-1.100860-30.fc37 fails to build locally in Fedora 37 because a test fails:

This is triggered by <https://fedoraproject.org/wiki/Changes/Package_information_on_ELF_objects>. A possible fix is disabling the change with "%undefine _package_note_file".
