Cause: ovn-controller updated Geneve tunnel endpoints for mutlicast traffic repeatedly Consequence: OCP master nodes vrrp advertisements were not delivered to other master nodes hosted on different compute nodes, therefore the other master nodes triggered new leader election Fix: OVN no longer updates the multicast tunnel endpoints and keeps the right list of interfaces for the given multicast group Result: OCP master nodes don't trigger leader election on a stable cluster

So I tested it on virtual env as described in the bug and it looks like no packet lost when using Multicast traffic or unicast.

the issue tested on RHOS-16.2-RHEL-8-20220311.n.1

We also received confirmation from the customer today that the issue is not present when using RHOSP 16.2.2, which has ovn 2021-21.12.0-11.el8fdp.x86_64, based on the container image information:
