According to cloned Bug (https://bugzilla.redhat.com/show_bug.cgi?id=2073153), this is for a unit test fix. Check the latest unit test results:
https://prow.ci.openshift.org/view/gs/origin-ci-test/pr-logs/pull/openshift_kubernetes/1240/pull-ci-openshift-kubernetes-release-4.8-unit/1514236651033858048
the related test TestIsValidIP passed, so move the bug VERIFIED.
