Bug followup from 2063753

When extensions are updated through the store and propagated outwards, translations may have already been performed on the extensions and thus will not re-perform and push forth the translation key to the UI instead of running it through the translations.

1. Install 'Red Hat OpenShift Pipelines` operator and deploy `console-demo-plugin` plugin, this will enable some customized UI, such as Pipelines, Demo Plugin nav menu
2. record the navigation menu text in both Administration & Developer perspective before step 3
3. user switch language setting in User Preferences several times
3. each time after we updated language setting, we check if all menus are translated correctly, the current behavior is yes, all menus are translated correctly both in Administration and Developer perspective
