Description of problem:
RAFT should be enabled by default for all new OSP17 environments. Currently, it still requires manual configuration for overcloud deployment, otherwise active/backup mode is enabled.

The patch for making this default is pretty simple and done. We just don't want to flip the default upstream until we've fixed some known issues.
