Description of problem:
OVN deployments currently use Pacemaker and Active/Backup clustering by default

ALL

How reproducible:
100%

Steps to Reproduce:
1. Deploy OSP w/ OVN

Actual results:
Deployed with Pacemaker and Active/Backup replication

Expected results:
Deployed without pacemaker using RAFT Active/Active replication

Additional info:
The plan is for RAFT to be the only supported option in OSP 17
