This is a NOOP in 4.11 as that has already had the correct dependency vendored for some time.

This has shown up as we've worked on etcd scaling.

https://github.com/openshift/oauth-apiserver/blob/master/go.mod shows last change is since Mar 2, it always had been 1.23.1:

So this is a NOOP in 4.11, moving to VERIFIED directly to make BZ bot happy (will prefer to move to NOTA after bug 2094022 would be done).
