Please branch and build python3-openid in epel9.

If you do not wish to maintain python3-openid in epel9,
or do not think you will be able to do this in a timely manner,
the EPEL Packagers SIG would be happy to be a co-maintainer of the package on epel;  
Please add the epel-packagers-sig group through https://src.fedoraproject.org/rpms/python3-openid/addgroup

I also wouldn't mind being a co-maintainer of the package. (FES: tdawson)

The epel-packagers-sig is now a commiter of the package and able to build on epel9

python3-django not in epel9 yet, but it looks like if you don't have it installed, the tests are automatically skipped.
So, for this build, BuildRequires:  python3-django is commented out, with a note, until we get python3-django into epel9
