The epel-packagers-sig is now a commiter of the package and able to build on epel9 python3-django not in epel9 yet, but it looks like if you don't have it installed, the tests are automatically skipped. So, for this build, BuildRequires: python3-django is commented out, with a note, until we get python3-django into epel9
